Ontario privacy commissioner reports jump in snooping cases

Ontario's public institutions saw more than 10,000 privacy breaches last year,according to the province's privacy watchdog, who is warningof a significant rise of"snooping" inpersonal records. But that number may only represent a small part of the problem.
