change sdb1 from ro to rw?

i'm assuming a bad power off has tripped this flag, and i know not how to fix it. i've tried chmod 7777 /mnt/sdb1, with and without filename , i've tried changing permissions. nothing works, not even a reboot. puppylinux F96-CE4, dell optilux 3060 8/236GB.
