Video playback stuttering and taking up almost 100% cpu due to using software rendering, how to fix?

I am having trouble finding which codec/s are required as playback is super stuttery and taking +/- 100% cpu due to the player falling back to software graphics rendering.
I know that is the issue since running vlc it says so in the output (tried using other players too - parole, mpv - with the same result), that it is trying loads of different codecs but couldn't find a suitable one for the hardware video rendering and falling back on software. I have a cheap jumpertech laptop. Here are the specs I found saved on my computer:
