YouTube view-tracking is failing to show my views correctly

when i view some YouTube video, thumbnails for that video usually show to me with a red line under the picture for that video. in most cases, the red line correctly shows how much i viewed. so, when i see a red line just half way, i should know that i have only seen half of it and go back and view the remainder or watch the whole video, again.
sometimes it show a partial line even when i watched the whole video, even hours prior.
if i quit a video in the middle it shows a partial red line which sometimes is shorter than it should be.
for videos with a partial red line no matter the reason, i can go watch the remainder or the whole thing, again, and the red line is not updated. this always fails. it is never updated.
this is annoying and me believe that YouTube could have programming errors that cheat content creators.
does anyone know what is going on with this? could they be that bad at development and testing?
