Enabling FIPS prevents non-FIPS aalgorithms

On my Red Hat system, I had enabled FIPS. Any non-FIPS algorithms stopped working. (Which is expected.) My Dilemma is, that I need to find and official document (from Red Hat or NIST) that says this is true -- not someone on the internet forums saying it is the case.

Maybe I'm looking in the wrong place, or using the wrong search terms., but I could not find anything that explicitly states this.

What/where should I search?
Can anyone point me to a document (and section) that says this?
