How to scroll in RHEL Server CLI?

I installed RHEL Server 9.4 in VirtualBox. I'm unable to scroll the screen. There is no scrollbar. "Shift+PgUp" or "Shift+Up" arrow key don't work. After posting in VirtualBox forum, they say the kernel stopped the scrolling feature and no issues with VirtualBox. However, I remember scrolling in older VirtualBox and RHEL 7 versions. Please help scroll the screen.
