Are the tarball with deb packages bundles a mere agregatte?

With apt download in the terminal you can get the debian packpages of the app you want and their dependencies.
What i want to know is that if those debian packpages are considered a mere agregatte( lefting the packpages their own licenses) or they have all to turn gpl if they are togheter with gpl works.
Since they are put togheter for run togheter i would say no but since there are archives with different licenses in the isos( ubuntu restricted for example) that have not changed the licensed because they are meant to be mere agregatted i am in doubt.
