Should We Fight Climate Change by Releasing Sulfur Dioxide into the Stratosphere?
A professor in the University of Chicago's department of geophysical sciences "believes that by intentionally releasing sulfur dioxide into the stratosphere, it would be possible to lower temperatures worldwide," reports the New York Times. He's not the only one promoting the idea. "Harvard University has a solar geoengineering program that has received grants from Microsoft co-founder Bill Gates, the Alfred P. Sloan Foundation and the William and Flora Hewlett Foundation. It's being studied by the Environmental Defense Fund along with the World Climate Research Program.... But many scientists and environmentalists fear that it could result in unpredictable calamities."Because it would be used in the stratosphere and not limited to a particular area, solar geoengineering could affect the whole world, possibly scrambling natural systems, like creating rain in one arid region while drying out the monsoon season elsewhere. Opponents worry it would distract from the urgent work of transitioning away from fossil fuels. They object to intentionally releasing sulfur dioxide, a pollutant that would eventually move from the stratosphere to ground level, where it can irritate the skin, eyes, nose and throat and can cause respiratory problems. And they fear that once begun, a solar geoengineering program would be difficult to stop... Keith, a professor in the University of Chicago's department of geophysical sciences, countered that the risks posed by solar geoengineering are well understood, not as severe as portrayed by critics and dwarfed by the potential benefits. If the technique slowed the warming of the planet by even just 1 degree Celsius, or 1.8 degrees Fahrenheit, over the next century, Keith said, it could help prevent millions of heat-related deaths each decade... Opponents of solar geoengineering cite several main risks. They say it could create a "moral hazard," mistakenly giving people the impression that it is not necessary to rapidly reduce fossil fuel emissions. The second main concern has to do with unintended consequences. "This is a really dangerous path to go down," said Beatrice Rindevall, the chair of the Swedish Society for Nature Conservation, which opposed the experiment. "It could shock the climate system, could alter hydrological cycles and could exacerbate extreme weather and climate instability." And once solar geoengineering began to cool the planet, stopping the effort abruptly could result in a sudden rise in temperatures, a phenomenon known as "termination shock." The planet could experience "potentially massive temperature rise in an unprepared world over a matter of five to 10 years, hitting the Earth's climate with something that it probably hasn't seen since the dinosaur-killing impactor," Pierrehumbert said. On top of all this, there are fears about rogue actors using solar geoengineering and concerns that the technology could be weaponized. Not to mention the fact that sulfur dioxide can harm human health. Keith is adamant that those fears are overblown. And while there would be some additional air pollution, he claims the risk is negligible compared to the benefits. The opposition is making it hard to even conduct tests, according to the article - like when Keith "wanted to release a few pounds of mineral dust at an altitude of roughly 20 kilometers and track how the dust behaved as it floated across the sky." The experiment was called off after opposition from numerous groups - including Greta Thunberg and an organization representing Indigenous people who felt the experiment was disrespecting nature.Read more of this story at Slashdot.
Why DARPA is Funding an AI-Powered Bug-Spotting Challenge
Somewhere in America's Defense Department, the DARPA R&D agency is running a two-year contest to write an AI-powered program "that can scan millions of lines of open-source code, identify security flaws and fix them, all without human intervention," reports the Washington Post. [Alternate URL here.] But as they see it, "The contest is one of the clearest signs to date that the government sees flaws in open-source software as one of the country's biggest security risks, and considers artificial intelligence vital to addressing it."Free open-source programs, such as the Linux operating system, help run everything from websites to power stations. The code isn't inherently worse than what's in proprietary programs from companies like Microsoft and Oracle, but there aren't enough skilled engineers tasked with testing it. As a result, poorly maintained free code has been at the root of some of the most expensive cybersecurity breaches of all time, including the 2017 Equifax disaster that exposed the personal information of half of all Americans. The incident, which led to the largest-ever data breach settlement, cost the company more than $1 billion in improvements and penalties. If people can't keep up with all the code being woven into every industrial sector, DARPA hopes machines can. "The goal is having an end-to-end 'cyber reasoning system' that leverages large language models to find vulnerabilities, prove that they are vulnerabilities, and patch them," explained one of the advising professors, Arizona State's Yan Shoshitaishvili.... Some large open-source projects are run by near-Wikipedia-size armies of volunteers and are generally in good shape. Some have maintainers who are given grants by big corporate users that turn it into a job. And then there is everything else, including programs written as homework assignments by authors who barely remember them. "Open source has always been 'Use at your own risk,'" said Brian Behlendorf, who started the Open Source Security Foundation after decades of maintaining a pioneering free server software, Apache, and other projects at the Apache Software Foundation. "It's not free as in speech, or even free as in beer," he said. "It's free as in puppy, and it needs care and feeding." 40 teams entered the contest, according to the article - and seven received $1 million in funding to continue on to the next round, with the finalists to be announced at this year's Def Con, according to the article. Epic Games CEO Criticized For Calling Apple's 'Find My' Feature 'Super Creepy'
Slashdot reader Applehu Akbar shared this report from MacRumors:Epic Games CEO Tim Sweeney commented on Apple's 'Find My' service, referring to it as "super creepy surveillance tech" that "shouldn't exist." Sweeney went on to explain that several years ago, "a kid" stole a Mac laptop out of his car. Years later, Sweeney was checking Find My, and as the Mac was still connected to his Apple ID account, it showed him the location where the thief lived. When someone asked Sweeney if he'd at least gotten his laptop back, Sweeney answered "No. I was creeped the hell out by having unexpectedly received the kid's address, and turned off Find My iPhone on all of my devices." Slashdot reader crmarvin42 quipped "Tell me you are stupidly rich, without telling me you are stupidly rich... Next someone will be saying that it is 'Creepy' to have security footage of someone taking your Amazon packages off of your porch." And they also questioned Sweeney's sincerity, suggesting that he's "just saying that to try and make Apple look bad because of all the lawsuits going on." MacRumors followed the ensuing discussion:Sweeney said that the location of a device in someone's possession can't be tracked without tracking the person, and "people have a right to privacy." ["This right applies to second hand device buyers and even to thieves."] He claims that detection and recovery of a lost or stolen device should be "mediated by due process of law" and not exposed to the device owner "in vigilante fashion." Some responded to Sweeney's comments by sharing the headline of a Vox news story about Epic's own privacy polices. ("Fortnite maker Epic Games has to pay $520 million for tricking kids and violating their privacy.") MacRumors cited a 2014 report that thefts of iPhones dropped after the introduction of Apple's "Activation Lock" feature (which prevents the disabling of 'Find My' without a password). But when the blog AppleInsider accused Sweeney of "an incredibly bad leap of logic" - Sweeney responded. "You're idealizing this issue as good guys tracking criminals to their lairs, but when Find My or Google's similar tech points a device owner to a device possessor's home, one must anticipate the presence of families and kids and innocent used device buyers, and ask whether it's really appropriate for a platform to use GPS and shadowy mesh network tech to set up physical confrontations among individuals." Sweeney also posted a quote from Steve Jobs about how at Apple, "we worry that some 14-year-old is going to get stalked and something terrible is going to happen because of our phone."Read more of this story at Slashdot.
NFL to Roll Out Facial Authentication Software to All Stadiums, League-Wide
America's National Football League "is the latest organization to turn to facial authentication to bolster event security," reports the Record, citing a new announcement this week: All 32 NFL stadiums will start using the technology this season, after the league signed a contract with a company that uses facial scans to verify the identity of people entering event venues and other secure spaces. The facial authentication platform, which counts the Cleveland Browns' owners as investors, will be used to "streamline and secure" entry for thousands of credentialed media, officials, staff and guests so they can easily access restricted areas such as press boxes and locker rooms, Jeff Boehm, the chief operating officer of Wicket, said in a LinkedIn post Monday. "Credential holders simply take a selfie before they come, and then Wicket verifies their identity and checks their credentials with Accredit (a credentialing platform) as they walk through security checkpoints," Boehm added. Wicket technology was deployed in a handful of NFL stadiums last year as part of a pilot program. Other stadiums will start rolling it out beginning on Aug. 8, when the pre-season kicks off. Some teams also have extended their use of the technology to scan the faces of ticket holders. The Cleveland Browns, Atlanta Falcons and New York Mets all have used the company's facial authentication software to authenticate fans with tickets, according to Stadium Tech Report. "Fans come look at the tablet and, instantly, the tablet recognizes the fan," Brandon Covert, the vice president of information technology for the Cleveland Browns, said in a testimonial appearing on Wicket's website. "It's almost a half-second stop. It's not even a stop - more of a pause." "The Browns also use Wicket to verify the ages of fans purchasing alcohol at concession stands, according to Wicket's LinkedIn page," the article points out. And a July report from Privacy International found that 25 of the top 100 soccer stadiums in the world are already using facial recognition technology. How Chinese Attackers Breached an ISP to Poison Insecure Software Updates with Malware
An anonymous reader shared this report from BleepingComputer:A Chinese hacking group tracked as StormBamboo has compromised an undisclosed internet service provider (ISP) to poison automatic software updates with malware. Also tracked as Evasive Panda, Daggerfly, and StormCloud, this cyber-espionage group has been active since at least 2012, targeting organizations across mainland China, Hong Kong, Macao, Nigeria, and various Southeast and East Asian countries. On Friday, Volexity threat researchers revealed that the Chinese cyber-espionage gang had exploited insecure HTTP software update mechanisms that didn't validate digital signatures to deploy malware payloads on victims' Windows and macOS devices... To do that, the attackers intercepted and modified victims' DNS requests and poisoned them with malicious IP addresses. This delivered the malware to the targets' systems from StormBamboo's command-and-control servers without requiring user interaction. Volexity's blog post says they observed StormBamboo "targeting multiple software vendors, who use insecure update workflows..." and then "notified and worked with the ISP, who investigated various key devices providing traffic-routing services on their network. As the ISP rebooted and took various components of the network offline, the DNS poisoning immediately stopped." BleepingComputer notes that "aAfter compromising the target's systems, the threat actors installed a malicious Google Chrome extension (ReloadText), which allowed them to harvest and steal browser cookies and mail data."Read more of this story at Slashdot.
Are There Diamonds on Mercury?
The planet Mercury could have "a layer of diamonds," reports CNN, citing new research suggesting that about 310 miles (500 kilometers) below the surface...could be a layer of diamonds 11 miles (18 kilometers) thick. And the study's co-author believes lava might carry some of those diamonds up to the surface:The diamonds might have formed soon after Mercury itself coalesced into a planet about 4.5 billion years ago from a swirling cloud of dust and gas, in the crucible of a high-pressure, high-temperature environment. At this time, the fledgling planet is believed to have had a crust of graphite, floating over a deep magma ocean. A team of researchers recreated that searing environment in an experiment, with a machine called an anvil press that's normally used to study how materials behave under extreme pressure but also for the production of synthetic diamonds. "It's a huge press, which enables us to subject tiny samples at the same high pressure and high temperature that we would expect deep inside the mantle of Mercury, at the boundary between the mantle and the core," said Bernard Charlier, head of the department of geology at the University of Liege in Belgium and a coauthor of a study reporting the findings. The team inserted a synthetic mixture of elements - including silicon, titanium, magnesium and aluminum - inside a graphite capsule, mimicking the theorized composition of Mercury's interior in its early days. The researchers then subjected the capsule to pressures almost 70,000 times greater than those found on Earth's surface and temperatures up to 2,000 degrees Celsius (3,630 degrees Fahrenheit), replicating the conditions likely found near Mercury's core billions of years ago. After the sample melted, the scientists looked at changes in the chemistry and minerals under an electron microscope and noted that the graphite had turned into diamond crystals. The researchers believe this mechanism "can not only give us more insight into the secrets hidden below Mercury's surface, but on planetary evolution and the internal structure of exoplanets with similar characteristics."Read more of this story at Slashdot.
When It Comes to Privacy, Safari Is Only the Fourth-Best Browser
Apple's elaborate new ad campaign promises that Safari is "a browser that protects your privacy." And the Washington Post says Apple "deserves credit for making many privacy protections automatic with Safari..." "But Albert Fox Cahn, executive director of the Surveillance Technology Oversight Project, said Safari is no better than the fourth-best web browser for your privacy.""If browser privacy were a sport at the Olympics, Apple isn't getting on the medal stand," Cahn said. (Apple did not comment about this.) Safari stops third-party cookies anywhere you go on the web. So do Mozilla's Firefox and the Brave browser... Chrome allows third-party cookies in most cases unless you turn them off... Even without cookies, a website can pull information like the resolution of your computer screen, the fonts you have installed, add-on software you use and other technical details that in aggregate can help identify your device and what you're doing on it. The measures, typically called "fingerprinting," are privacy-eroding tracking by another name. Nick Doty with the Center for Democracy & Technology said there's generally not much you can do about fingerprinting. Usually you don't know you're being tracked that way. Apple says it defends against common fingerprinting techniques but Cahn said Firefox, Brave and the Tor Browser all are better at protecting you from digital surveillance. That's why he said Safari is no better than the fourth-best browser for privacy. Safari's does offer extra privacy protections in its "private" mode, the article points out. "When you use this option, Apple says it does more to block use of 'advanced' fingerprinting techniques. It also steps up defenses against tracking that adds bits of identifying information to the web links you click." The article concludes that Safari users can "feel reasonably good about the privacy (and security) protections, but you can probably do better - either by tweaking your Apple settings or using a web browser that's even more private than Safari."Read more of this story at Slashdot.
Journalists at 'The Atlantic' Demand Assurances Their Jobs Will Be Protected From OpenAI
"As media bosses scramble to decide if and how they should partner with AI companies, workers are increasingly concerned that the technology could imperil their jobs or degrade their work..." reports the Washington Post. The latest example? "Two months after the Atlantic reached a licensing deal with OpenAI, staffers at the storied magazine are demanding the company ensure their jobs and work are protected." (Nearly 60 journalists have now signed a letter demanding the company "stop prioritizing its bottom line and champion the Atlantic's journalism.")The unionized staffers want the Atlantic bosses to include AI protections in the union contract, which the two sides have been negotiating since 2022. "Our editorial leaders say that The Atlantic is a magazine made by humans, for humans," the letter says. "We could not agree more..." The Atlantic's new deal with OpenAI grants the tech firm access to the magazine's archives to train its AI tools. While the Atlantic in return will have special access to experiment with these AI tools, the magazine says it is not using AI to create journalism. But some journalists and media observers have raised concerns about whether AI tools are accurately and fairly manipulating the human-written text they work with. The Atlantic staffers' letter noted a pattern by ChatGPT of generating gibberish web addresses instead of the links intended to attribute the reporting it has borrowed, as well as sending readers to sites that have summarized Atlantic stories rather than the original work... Atlantic spokeswoman Anna Bross said company leaders "agree with the general principles" expressed by the union. For that reason, she said, they recently proposed a commitment to not to use AI to publish content "without human review and editorial oversight." Representatives from the Atlantic Union bargaining committee told The Washington Post that "the fact remains that the company has flatly refused to commit to not replacing employees with AI." The article also notes that last month the union representing Lifehacker, Mashable and PCMag journalists "ratified a contract that protects union members from being laid off because AI has impacted their roles and requires the company to discuss any such plans to implement AI tools ahead of time."Read more of this story at Slashdot.
Gen X and Millennials at Higher Cancer Risk Than Older Generations
"Generation X and millennials are at an increased risk of developing certain cancers compared with older generations," reports the Washington Post, "a shift that is probably due to generational changes in diet, lifestyle and environmental exposures, a large new study suggests." Researchers from the American Cancer analyzed data from more than 23.5 million patients who had been diagnosed with 34 types of cancer from 2000 to 2019 - and also studied mortality data that included 7 million deaths in the U.S. from 25 types of cancer among people ages 25 to 84.[The researchers reported] that cancer rates for 17 of the 34 most common cancers are increasing in progressively younger generations. The findings included: - Cancers with the most significant increased risk are kidney, pancreatic and small intestine, which are two to three times as high for millennial men and women as baby boomers.- Millennial women also are at higher risk of liver and bile duct cancers compared with baby boomers.- Although the risk of getting cancer is rising, for most cancers, the risk of dying of the disease stabilized or declined among younger people. But mortality rates increased for gallbladder, colorectal, testicular and uterine cancers, as well as for liver cancer among younger women. "It is a concern," said Ahmedin Jemal, senior vice president of the American Cancer Society's surveillance and health equity science department, who was the senior author of the study. If the current trend continues, the increased cancer and mortality rates among younger people may "halt or even reverse the progress that we have made in reducing cancer mortality over the past several decades," he added. While there is no clear explanation for the increased cancer rates among younger people, the researchers suggest that there may be several contributing factors, including rising obesity rates; altered microbiomes from unhealthy diets high in saturated fats, red meat and ultra-processed foods or antibiotic use; poor sleep; sedentary lifestyles; and environmental factors, including exposure to pollutants and carcinogenic chemicals.Read more of this story at Slashdot.
Go Tech Lead Russ Cox Steps Down to Focus on AI-Powered Open-Source Contributor Bot
Thursday Go's long-time tech lead Russ Cox made an announcement:Starting September 1, Austin Clements will be taking over as the tech lead of Go: both the Go team at Google and the overall Go project. Austin is currently the tech lead for what we sometimes call the "Go core", which encompasses compiler toolchain, runtime, and releases. Cherry Mui will be stepping up to lead those areas. I am not leaving the Go project, but I think the time is right for a change... I will be shifting my focus to work more on Gaby [or "Go AI bot," an open-source contributor agent] and Oscar [an open-source contributor agent architecture], trying to make useful contributions in the Go issue tracker to help all of you work more productively. I am hopeful that work on Oscar will uncover ways to help open source maintainers that will be adopted by other projects, just like some of Go's best ideas have been adopted by other projects. At the highest level, my goals for Oscar are to build something useful, learn something new, and chart a path for other projects. These are the same broad goals I've always had for our work on Go, so in that sense Oscar feels like a natural continuation.The post notes that new tech lead Austin Clements "has been working on Go at Google since 2014" (and Mui since 2016). "Their judgment is superb and their knowledge of Go and the systems it runs on both broad and deep. When I have general design questions or need to better understand details of the compiler, linker, or runtime, I turn to them."It's important to remember that tech lead - like any position of leadership - is a service role, not an honorary title. I have been leading the Go project for over 12 years, serving all of you, and trying to create the right conditions for all of you to do your best work. Large projects like Go absolutely benefit from stable leadership, but they can also benefit from leadership changes. New leaders bring new strengths and fresh perspectives. For Go, I think 12+ years of one leader is enough stability; it's time for someone new to serve in this role. In particular, I don't believe that the "BDFL" (benevolent dictator for life) model is healthy for a person or a project. It doesn't create space for new leaders. It's a single point of failure. It doesn't give the project room to grow. I think Python benefited greatly from Guido stepping down in 2018 and letting other people lead, and I've had in the back of my mind for many years that we should have a Go leadership change eventually.... I am going to consciously step back from decision making and create space for Austin and the others to step forward, but I am not disappearing. I will still be available to talk about Go designs, review CLs, answer obscure history questions, and generally help and support you all in whatever way I can. I will still file issues and send CLs from time to time, I have been working on a few potential new standard libraries, I will still advocate for Go across the industry, and I will be speaking about Go at GoLab in Italy in November... I am incredibly proud of the work we have all accomplished together, and I am confident in the leaders both on the Go team at Google and in the Go community. Could AI Speed Up the Design of Nuclear Reactors?
A professor at Brigham Young University "has figured out a way to shave critical years off the complicated design and licensing processes for modern nuclear reactors," according to an announcement from the university. "AI is teaming up with nuclear power."The typical time frame and cost to license a new nuclear reactor design in the United States is roughly 20 years and $1 billion. To then build that reactor requires an additional five years and between $5 and $30 billion. By using AI in the time-consuming computational design process, [chemical engineering professor Matt] Memmott estimates a decade or more could be cut off the overall timeline, saving millions and millions of dollars in the process - which should prove critical given the nation's looming energy needs.... "Being able to reduce the time and cost to produce and license nuclear reactors will make that power cheaper and a more viable option for environmentally friendly power to meet the future demand...." Engineers deal with elements from neutrons on the quantum scale all the way up to coolant flow and heat transfer on the macro scale. [Memmott] also said there are multiple layers of physics that are "tightly coupled" in that process: the movement of neutrons is tightly coupled to the heat transfer which is tightly coupled to materials which is tightly coupled to the corrosion which is coupled to the coolant flow. "A lot of these reactor design problems are so massive and involve so much data that it takes months of teams of people working together to resolve the issues," he said... Memmott's is finding AI can reduce that heavy time burden and lead to more power production to not only meet rising demands, but to also keep power costs down for general consumers... Technically speaking, Memmott's research proves the concept of replacing a portion of the required thermal hydraulic and neutronics simulations with a trained machine learning model to predict temperature profiles based on geometric reactor parameters that are variable, and then optimizing those parameters. The result would create an optimal nuclear reactor design at a fraction of the computational expense required by traditional design methods. For his research, he and BYU colleagues built a dozen machine learning algorithms to examine their ability to process the simulated data needed in designing a reactor. They identified the top three algorithms, then refined the parameters until they found one that worked really well and could handle a preliminary data set as a proof of concept. It worked (and they published a paper on it) so they took the model and (for a second paper) put it to the test on a very difficult nuclear design problem: optimal nuclear shield design. The resulting papers, recently published in academic journal Nuclear Engineering and Design, showed that their refined model can geometrically optimize the design elements much faster than the traditional method. In two days Memmott's AI algorithm determined an optimal nuclear-reactor shield design that took a real-world molten salt reactor company spent six months. "Of course, humans still ultimately make the final design decisions and carry out all the safety assessments," Memmott says in the announcement, "but it saves a significant amount of time at the front end.... "Our demand for electricity is going to skyrocket in years to come and we need to figure out how to produce additional power quickly. The only baseload power we can make in the Gigawatt quantities needed that is completely emissions free is nuclear power." Initiative Aims To Require EU Game Publishers To Make Retired Games Playable
A proposed European Union law seeks to ensure that video games sold or licensed in the EU remain playable even if servers are shut down or studios close. The law would require publishers of sold and free-to-play games with microtransactions to provide resources to keep games functional, such as allowing players to host their own servers. Through a process called the "European Citizens Initiative," the petition needs one million signatures just to have a chance at becoming law. PC Gamer reports: "An increasing number of publishers are selling videogames that are required to connect through the internet to the game publisher, or 'phone home' to function," the petition reads. "While this is not a problem in itself, when support ends for these types of games, very often publishers simply sever the connection necessary for the game to function, proceed to destroy all working copies of the game, and implement extensive measures to prevent the customer from repairing the game in any way." Understanding that developers and publishers can't support games forever, the initiative would expect "the publisher to provide resources for the said videogame once they discontinue it while leaving it in a reasonably functional (playable) state." That means giving players the tools to host the game on their own servers, for example, and removing the requirement for games to connect to the publisher's (defunct) servers in order to be played. This is what the developer behind Knockout City did when it pulled the plug on the game's official servers. Not only does this initiative apply to games that are sold, but includes free to play games that have microtransactions for assets (like skins) or other paid-for features. The thought is, if you purchase an item in a free game, you should have the right to continue to use it indefinitely -- which means keeping that free game playable in some form. It's important to note that even a million signatures doesn't mean an automatic win, just that it'll go forward to the European Union as a proposal to become a law.Read more of this story at Slashdot.
Venus May Be Able To Support Life, New Atmospheric Evidence Suggests
New preliminary evidence for phosphine and ammonia in Venus's atmosphere deepens the mystery of their origins, suggesting the possibility of a biological source. The detections, made using the James Clerk Maxwell Telescope and the Green Bank Telescope, point to potential microbial life in Venus's clouds despite the planet's extreme surface conditions. Space.com reports: The new detections of phosphine and ammonia were obtained by a team led by Jane Greaves of the University of Cardiff using submillimeter radio wavelength data collected by the James Clerk Maxwell Telescope (JCMT) in Hawaii and the Green Bank Telescope in West Virginia. "We don't know how you make phosphine or ammonia in an oxygenating atmosphere like that of Venus," said team member and astrophysicist Dave Clements of Imperial College, London, in an interview with Space.com. Clements said those technical disagreements have now been resolved and that the latest measurements, using a new detector on the JCMT called Namakanui (meaning 'Big Eyes' in Hawaiian), have come from three observing campaigns, each providing 140 times as much data as the initial detection. [...] Clements is open to the possibility that both phosphine and ammonia are being produced by some rare photochemistry in Venus' upper atmosphere involving solar ultraviolet breaking up molecules and allowing phosphine and ammonia to form from the molecular debris. If that is the case, nobody has observed this process yet, not even in the laboratory. Another possibility that has been mooted is that the phosphine could be produced by Venusian volcanoes. Clements also pointed out that the European Space Agency's Jupiter Icy Moons Explorer (JUICE) is making a fly-by of Venus in August 2025 to help slingshot it towards the Jovian system. US Prepares For Bird Flu Pandemic With $176 Million Moderna Vaccine Deal
An anonymous reader quotes a report from Ars Technica: The US government will pay Moderna $176 million to develop an mRNA vaccine against a pandemic influenza -- an award given as the highly pathogenic bird flu virus H5N1 continues to spread widely among US dairy cattle. The funding flows through BARDA, the Biomedical Advanced Research and Development Authority, as part of a new Rapid Response Partnership Vehicle (RRPV) Consortium. The program is intended to set up partnerships with industry to help the country better prepare for pandemic threats and develop medical countermeasures, the Department of Health and Human Services said in a press announcement Tuesday. In its own announcement on Tuesday, Moderna noted that it began a Phase 1/2 trial of a pandemic influenza virus vaccine last year, which included versions targeting H5 and H7 varieties of bird flu viruses. The company said it expects to release the results of that trial this year and that those results will direct the design of a Phase 3 trial, anticipated to begin in 2025. The funding deal will support late-stage development of a "pre-pandemic vaccine against H5 influenza virus," Moderna said. But, the deal also includes options for additional vaccine development in case other public health threats arise. US health officials have said previously that they were in talks with Moderna and Pfizer about the development of a pandemic bird flu vaccine. The future vaccine will be in addition to standard protein-based bird flu vaccines that are already developed. In recent weeks, the health department has said it is working to manufacture 4.8 million vials of H5 influenza vaccine in the coming months. The plans come three months into the H5N1 dairy outbreak, which is very far from the initial hopes of containment. iPad Sales Help 'Bail Out' Apple Amid a Continued iPhone Slide
Apple reported a new June quarter revenue record of $85.8 billion, up 5 percent from a year ago, fueled largely by new iPad sales. iPad "saw the biggest category increase for the quarter, up from $5.8 billion to $7.2 billion year-over-year," reports TechCrunch. It helped counter slowed iPhone revenue, "which dropped from $39.7 billion to $39.3 billion year-on-year." From the report: In spite of a drop for the quarter, iPhone remained Apple's most important category by a wide margin, followed by service, which includes software offerings like iCloud, Apple TV+ and Apple Music. That category continued to grow, up to $24.2 billion from $21.2 billion over the same three-month period last year. Much of the iPhone slowdown can be attributed to the greater China region. Overall, the region dropped from $15.8 billion to $14.7 billion for the quarter. Canalys figures from last week show a marked decline in iPhone sales, down 6.7% from 10.4 million to 9.7 million for the quarter, Reuters reported. The drop in Apple's third-largest region (behind the Americas and Europe) had a clear impact on the company's bottom line. The company aggressively discounted iPhone prices in China starting in May, as competition intensified from domestic rivals. Suno & Udio To RIAA: Your Music Is Copyrighted, You Can't Copyright Styles
AI music generators Suno and Udio responded to the lawsuits filed by the major recording labels, arguing that their platforms are tools for making new, original music that "didn't and often couldn't previously exist." "Those genres and styles -- the recognizable sounds of opera, or jazz, or rap music -- are not something that anyone owns," the companies said. "Our intellectual property laws have always been carefully calibrated to avoid allowing anyone to monopolize a form of artistic expression, whether a sonnet or a pop song. IP rights can attach to a particular recorded rendition of a song in one of those genres or styles. But not to the genre or style itself." TorrentFreak reports: "[The labels] frame their concern as one about 'copies' of their recordings made in the process of developing the technology -- that is, copies never heard or seen by anyone, made solely to analyze the sonic and stylistic patterns of the universe of pre-existing musical expression. But what the major record labels really don't want is competition." The labels' position is that any competition must be legal, and the AI companies state quite clearly that the law permits the use of copyrighted works in these circumstances. Suno and Udio also make it clear that snippets of copyrighted music aren't stored as a library of pre-existing content in the neural networks of their AI models, "outputting a collage of 'samples' stitched together from existing recordings" when prompted by users. "[The neural networks were] constructed by showing the program tens of millions of instances of different kinds of recordings," Suno explains. "From analyzing their constitutive elements, the model derived a staggeringly complex collection of statistical insights about the auditory characteristics of those recordings -- what types of sounds tend to appear in which kinds of music; what the shape of a pop song tends to look like; how the drum beat typically varies from country to rock to hip-hop; what the guitar tone tends to sound like in those different genres; and so on." These models are vast stores, not of copyrighted music, the defendants say, but information about what musical styles consist of, and it's from that information new music is made. Most copyright lawsuits in the music industry are about reproduction and public distribution of identified copyright works, but that's certainly not the case here. "The Complaint explicitly disavows any contention that any output ever generated by Udio has infringed their rights. While it includes a variety of examples of outputs that allegedly resemble certain pre-existing songs, the Complaint goes out of its way to say that it is not alleging that those outputs constitute actionable copyright infringement." With Udio declaring that, as a matter of law, "that key point makes all the difference," Suno's conclusion is served raw. "That concession will ultimately prove fatal to Plaintiffs' claims. It is fair use under copyright law to make a copy of a protected work as part of a back-end technological process, invisible to the public, in the service of creating an ultimately non-infringing new product." Noting that Congress enacted the first copyright law in 1791, Suno says that in the 233 years since, not a single case has ever reached a contrary conclusion. In addition to addressing allegations unique to their individual cases, the AI companies accuse the labels of various types of anti-competitive behavior. Imposing conditions to prevent streaming services obtaining licensed music from smaller labels at lower rates, seeking to impose a "no AI" policy on licensees, to claims that they "may have responded to outreach from potential commercial counterparties by engaging in one or more concerted refusals to deal." The defendants say this type of behavior is fueled by the labels' dominant control of copyrighted works and by extension, the overall market. Here, however, ownership of copyrighted music is trumped by the existence and knowledge of musical styles, over which nobody can claim ownership or seek to control. "No one owns musical styles. Developing a tool to empower many more people to create music, by scrupulously analyzing what the building blocks of different styles consist of, is a quintessential fair use under longstanding and unbroken copyright doctrine. "Plaintiffs' contrary vision is fundamentally inconsistent with the law and its underlying values." Japan Mandates App To Ensure National ID Cards Aren't Forged
The Japanese government has released details of an app that verifies the legitimacy of its troubled My Number Card -- a national identity document. From a report: Beginning in 2015, every resident of Japan was assigned a 12 digit My Number that paved the way for linking social security, taxation, disaster response and other government services to both the number itself and a smartcard. The plan was to banish bureaucracy and improve public service delivery -- but that didn't happen. My Number Card ran afoul of data breaches, reports of malfunctioning card readers, and database snafus that linked cards to other citizens' bank accounts. Public trust in the scheme fell, and adoption stalled. Now, according to Japan's Digital Ministry, counterfeit cards are proliferating to help miscreant purchase goods -- particularly mobile phones -- under fake identities. Digital minister Taro Kono yesterday presented his solution to the counterfeits: a soon to be mandatory app that confirms the legitimacy of the card. The app uses the camera on a smartphone to read information printed on the card -- like date of birth and name. Meta's Threads Crosses 200 Million Active Users
Meta's Twitter rival, Threads, has reached a new milestone of 200 million active users, according to Instagram head Adam Mosseri. "I'm excited to share that we crossed the 200M milestone on @threads," Mosseri wrote. US Sues TikTok Over 'Massive-Scale' Privacy Violations of Kids Under 13
An anonymous reader quotes a report from Reuters: The U.S. Justice Department filed a lawsuit Friday against TikTok and parent company ByteDance for failing to protect children's privacy on the social media app as the Biden administration continues its crackdown on the social media site. The government said TikTok violated the Children's Online Privacy Protection Act that requires services aimed at children to obtain parental consent to collect personal information from users under age 13. The suit (PDF), which was joined by the Federal Trade Commission, said it was aimed at putting an end "to TikTok's unlawful massive-scale invasions of children's privacy." Representative Frank Pallone, the top Democrat on the Energy and Commerce Committee, said the suit "underscores the importance of divesting TikTok from Chinese Communist Party control. We simply cannot continue to allow our adversaries to harvest vast troves of Americans' sensitive data." The DOJ said TikTok knowingly permitted children to create regular TikTok accounts, and then create and share short-form videos and messages with adults and others on the regular TikTok platform. TikTok collected personal information from these children without obtaining consent from their parents. The U.S. alleges that for years millions of American children under 13 have been using TikTok and the site "has been collecting and retaining children's personal information." The FTC is seeking penalties of up to $51,744 per violation per day from TikTok for improperly collecting data, which could theoretically total billions of dollars if TikTok were found liable. TikTok said Friday it disagrees "with these allegations, many of which relate to past events and practices that are factually inaccurate or have been addressed. According to Ad Age, the ad was "meant to promote Google's Gemini AI platform, but viewers had a difficult time looking past its miscalculated storyline." From the report: In the ad, a father wants to help his daughter write a letter to her idol, Olympic track star Sydney McLaughlin-Levrone. But instead of encouraging her to take part in such a personal moment, he delegates Gemini to write the letter for her. Viewers and ad leaders lambasted the spot on social media for being tone-deaf. Some were upset over Google evidently seeing no problem with an AI co-opting a formative childhood act, while others alluded to its reinforcing of a more existential fear, that AI is bound to replace meaningful work. The ad got significant airplay during NBCU's TV coverage of the Olympics this week, including on NBC in primetime, as well as on E!, CNBC and USA, according to iSpot.tv. It last ran on national TV around midnight of July 30 on USA, according to iSpot.TV. "While the ad tested well before airing, given the feedback, we've decided to phase the ad out of our Olympics rotation," a Google spokesperson told Ad Age today. The company earlier this week defended the ad in a statement: "We believe that AI can be a great tool for enhancing human creativity, but can never replace it. Our goal was to create an authentic story celebrating Team USA. Intel Stock Drops Toward 50-Year Low Amid Mass Layoffs
Intel's stock plunged as much as 30% on Friday after the company issued disappointing guidance and announced plans for a substantial workforce reduction. According to Bloomberg, it was the company's biggest single-day drop since at least 1982. Markets Insider reports: The decline comes after the software company announced quarterly revenue of $12.83 billion, down 1% from the previous year and missing analyst expectations of $12.94 billion, according to LSEG estimates. The company also lowered its revenue forecast for the current quarter to a range between $12.5 billion and $13.5 billion, down from analyst estimates of $14.35 billion. Intel executives pointed to unexpected trends in the most recent quarter to explain how it performed this way even with product milestones. "Our Q2 financial performance was disappointing, even as we hit key product and process technology milestones," CEO Pat Gelsinger said in a press release. "Second-half trends are more challenging than we previously expected, and we are leveraging our new operating model to take decisive actions that will improve operating and capital efficiencies." Those operations and efficiency improvements include plans to lay off over 15% of staff by the end of this year, realign structure and operations, and cut operations expenses by over $10 billion next year. Technology shares fell across the globe following underwhelming earnings and fears of a U.S. economic recession grew. Stock markets in Europe, Asia and New York tumbled on Friday. "Japanese equities suffered their worst day since the Covid-19 pandemic rocked markets in 2020; the Nikkei 225 share index tumbled by 5.8% to its lowest closing level since January," reports The Guardian. Edge-Lit LCD TV Durability Concerns Emerge in New Test
A recent investigation by consumer electronics testing site RTINGs has raised concerns about the long-term durability of edge-lit LCD-LED televisions, a popular choice among consumers for their slim profiles and aesthetic appeal. The study, which simulated approximately six years of use through 10,000 hours of extreme testing on dozens of TVs, revealed a troubling trend of uniformity issues in edge-lit models, particularly affecting Samsung and LG products. According to RTINGs' findings, 64% of edge-lit TVs tested exhibited noticeable uniformity problems, compared to only 20% of full array local dimming (FALD) and direct-lit models. Intel Will Give Two Years of Additional Warranty on Crash-Prone 13th and 14th Gen CPUs
After months of back and forth, Intel has finally agreed to extend the warranty on all affected 13th- and 14th-generation desktop CPUs by an additional two years. This extension increases the warranty period for new boxed Intel CPUs from three to five years. For CPUs pre-installed in systems, Intel directs users to contact their PC's manufacturer for support, maintaining its established channels for warranty claims. The Verge adds: Intel has said that a primary cause of the instability issues for the desktop CPUs was due to an "elevated operating voltage" and that it was working on a patch for mid-August that addresses the root cause of that. Secret Service's Tech Issues Helped Shooter Go Undetected At Trump Rally
An anonymous reader quotes a report from The Guardian: The technology flaws of the U.S. Secret Service helped the gunman who attempted to assassinate Donald Trump during a rally in Butler, Pennsylvania, last month evade detection. An officer broadcast "long gun!" over the local law enforcement radio system, according to congressional testimony from the Secret Service this week, the New York Times reported. The radio message should have travelled to a command center shared between local police and the Secret Service, but the message was never received by the Secret Service. About 30 seconds later, the shooter, Thomas Crooks, fired his first shots. It was one of several technology issues facing the Secret Service on 13 July due to either malfunction, improper deployment or the Secret Service opting not to utilize them. The Secret Service had also previously rejected requests from the Trump campaign for more resources over the past two years. The use of a surveillance drone was turned down by the Secret Service at the rally site and the agency also did not bring in a system to boost the signals of agents' devices as the area had poor cell service. And a system to detect drone use in the area by others did not work, according to the report in the New York Times, due to the communications network in the area being overwhelmed by the number of people gathered at the rally. The federal agency did not use technology it had to bolster their communications system. The shooter flew his own drone over the site for 11 minutes without being detected, about two hours before Trump appeared at the rally. Ronald Rowe Jr, the acting Secret Service director, said it never utilized the technological tools that could have spotted the shooter beforehand. A former Secret Service officer also told the New York Times he "resigned in 2017 over frustration with the agency's delays in evaluating new technology and getting clearance and funding to obtain it and then train officers on it," notes The Guardian. Google Hires Character.AI Cofounders and Licenses Its Models

The leaders told Character staff that investors would be bought out at a valuation of about $88 per share, the leaders said in a meeting. That's about 2.5 times the value of shares in Character's 2023 Series A, which valued the company at $1 billion, they said. The Character employees joining Google will work on its Gemini AI efforts, they said. Character will switch to open-source models such as Meta Platforms' Llama 3.1 to power its products, rather than its in-house models, they said. The deal follows a string of similar arrangements by other well-funded artificial intelligence startups. The site's administrator, who goes by the name Nightcrawler, said the website will remain accessible in a read-only format, but all new submissions have been halted and the site's extensive database has been transferred to the Internet Archive for preservation. ROMhacking.net has long served as a crucial resource for gaming enthusiasts, according to Polygon, hosting a vast array of fan-made translations, bug fixes, and modifications for classic titles, many of which never received official localizations outside their countries of origin. The site's contributions to the gaming community include fan translations of Japanese-exclusive titles and even patches for long-standing bugs in popular games like Super Mario 64. GameStop Shuts Down Game Informer
Game Informer, the longest-running gaming magazine in the U.S., is officially dead and GameStop killed it. Kotaku: It began publishing in 1991 and has been one of the last remaining physical gaming magazines in the world, with cover stories that continued to share deep dives and exclusive interviews on the biggest games coming out, from Final Fantasy: VII Rebirth to Star Wars Outlaws. No more. Staff at the magazine, which also publishes a website, weekly podcast, and online video documentaries about game studios and developers, were all called into a meeting on Friday with parent company GameStop's VP of HR. In it they were told the publication was closing immediately, they were all laid off, and would begin receiving severance terms. At least one staffer was in the middle of a work trip when the team was told. UK Government Shelves $1.66 Billion Tech and AI Plans

Both funds were unveiled less than 12 months ago. The Department for Science, Innovation and Technology (DSIT) said the money was promised by the previous administration but was never allocated in its budget. US Court Blocks Biden Administration Net Neutrality Rules

The agency voted in April along party lines to reassume regulatory oversight of broadband internet and reinstate open internet rules adopted in 2015 that were rescinded under then-President Donald Trump. The Sixth Circuit U.S. Court of Appeals, which had temporarily delayed the rules, said on Thursday it would temporarily block net neutrality rules and scheduled oral arguments for late October or early November on the issue, dealing a serious blow to President Joe Biden's effort to reinstate the rules. "The final rule implicates a major question, and the commission has failed to satisfy the high bar for imposing such regulations," the court wrote. Elliott Says Nvidia is in a 'Bubble' and AI is 'Overhyped'
Hedge fund Elliott Management has told investors that Nvidia is in a "bubble," and the AI technology driving the chipmaking giant's share price is "overhyped." From a report: The Florida-based firm, which manages about $70bn in assets, said in a recent letter to clients seen by the Financial Times that the megacap technology stocks, particularly Nvidia, were in "bubble land." The globe has experienced 12 months of record warmth, with temperatures consistently exceeding the 1.5C rise above preindustrial levels that has been touted as the limit to avoiding the worst of climate breakdown. Michael Dukes, the director of forecasting at MetDesk, said that while individual daily high temperatures were surprising, far more significant was the average rise over the month. Climate scientists' models have long predicted that the most significant effects of anthropogenic climate change would be on polar regions, "and this is a great example of that," he said. "Usually you can't just look at one month for a climate trend but it is right in line with what models predict," Dukes added. China's Wind and Solar Energy Surpass Coal In Historic First
According to China's National Energy Administration (NEA), wind and solar energy have collectively eclipsed coal in capacity for the first time ever. By 2026, analysts forecast solar power alone will surpass coal as the country's primary energy source, with a cumulative capacity exceeding 1.38 terawatts (TW) -- 150 gigawatts (GW) more than coal. Oil Pricereports: This shift stems from a growing emphasis on cleaner energy sources and a move away from fossil fuels for the nation. Despite coal's early advantage, with around 50 GW of annual installations before 2016, China has made substantial investments to expand its renewable energy infrastructure. Since 2020, annual installations of wind and solar energy have consistently exceeded 100 GW, three to four times the capacity additions for coal. This momentum has only gathered pace since then, with last year seeing China set a record with 293 GW of wind and solar installations, bolstered by gigawatt-scale renewable hub projects from the NEA's first and second batches connected to the country's grid. China's coal power sector is moving in the opposite direction. Last year, approximately 40 GW of coal power was added, but this figure plummeted to 8 GW in the first half of 2024, according to our estimates. Despite the expansion of renewable energy under supportive policies, the government has implemented stricter restrictions on new coal projects to meet carbon reduction goals. Efforts are now focused on phasing out smaller coal plants, upgrading existing ones to reduce emissions and enforcing more stringent standards for new projects. Fully-Automatic Robot Dentist Performs World's First Human Procedure
For the first time, an AI-controlled autonomous robot performed an entire dental procedure on a human patient, completing the task eight times faster than a human dentist could. New Atlas reports: The system, built by Boston company Perceptive, uses a hand-held 3D volumetric scanner, which builds a detailed 3D model of the mouth, including the teeth, gums and even nerves under the tooth surface, using optical coherence tomography, or OCT. This cuts harmful X-Ray radiation out of the process, as OCT uses nothing more than light beams to build its volumetric models, which come out at high resolution, with cavities automatically detected at an accuracy rate around 90%. At this point, the (human) dentist and patient can discuss what needs doing -- but once those decisions are made, the robotic dental surgeon takes over. It plans out the operation, then jolly well goes ahead and does it. The machine's first specialty: preparing a tooth for a dental crown. Perceptive claims this is generally a two-hour procedure that dentists will normally split into two visits. The robo-dentist knocks it off in closer to 15 minutes. Here's a time-lapse video of the drilling portion, looking very much like a CNC machine at work. Remarkably, the company claims the machine can take care of business safely "even in the most movement-heavy conditions," and that dry run testing on moving humans has all been successful. More Evidence Links Ultraprocessed Foods To Dementia
An anonymous reader quotes a report from the New York Times: People who regularly eat processed red meat, like hot dogs, bacon, sausage, salami and bologna, have a greater risk of developing dementia later in life. That was the conclusion of preliminary research presented this week at the Alzheimer's Association International Conference. The study tracked more than 130,000 adults in the United States for up to 43 years. During that period, 11,173 people developed dementia. Those who consumed about two servings of processed red meat per week had a 14 percent greater risk of developing dementia compared to those who ate fewer than three servings per month. Eating unprocessed red meat, like steak or pork chops, did not significantly increase the risk for dementia, though people who ate it every day were more likely to report that they felt their cognition had declined than those who ate red meat less often. (The results of the study have not yet been published in a journal.) There have been several studies published in the past few years that have found an association between ultraprocessed foods and cognitive decline. The report notes a study of more than 10,000 middle-aged adults in Brazil, which found that "people who consumed 20 percent or more of their daily calories from ultraprocessed foods experienced more rapid cognitive decline, particularly on tests of executive functioning, over the course of eight years."Read more of this story at Slashdot.
Microsoft Dynamics 365 Called Out For 'Worker Surveillance'
Microsoft Dynamics 365's "field service management" tools enable employers to monitor mobile workers via smartphone apps -- "allegedly to the detriment of their autonomy and dignity," reports The Register. From the report: According to a probe by Cracked Labs - an Austrian nonprofit research group -- the software is part of a broader set of applications that disempowers workers through algorithmic management. The case study [PDF] summarizes how employers in Europe actually use software and smartphone apps to oversee field technicians, home workers, and cleaning staff. It's part of a larger ongoing project helmed by the group called "Surveillance and Digital Control at Work," which includes contributions from AlgorithmWatch; Jeremias Adams-Prassl, professor of law at the University of Oxford; and trade unions UNI Europa and GPA. Mobile maintenance workers used to have a substantial amount of autonomy when they were equipped with basic mobile phones, the study notes, but smartphones have allowed employers to track what mobile workers do, when they do it, where they are, and gather many other data points. The effect of this monitoring, the report argues, means diminished worker discretion, autonomy, and sense of purpose due to task-based micromanagement. The shift has also accelerated and intensified work stress, with little respect to workers' capabilities, differences in lifestyle, and job practices. "Field service workers travel to multiple locations servicing different products every day," a Microsoft spokesperson told The Register. "Dynamics 365 Field Service and its Copilot capabilities are designed to help field service workers schedule, plan and provide onsite maintenance and repairs in the right location, on time with the right information and workplace guides on their device to complete their jobs." Bungie CEO Faces Backlash After Announcing 220 Employees Will Be Laid Off
Rob Thubron reports via TechSpot: It's a sad case of another day, another round of mass layoffs at a game studio. On this occasion, Destiny developer Bungie has announced it is letting go of 220 employees, or 17% of its workforce. CEO Pete Parsons said the eliminations were due to "financial challenges," which isn't going down well, especially after it was discovered he may have spent over $2.4 million on classic cars after Sony acquired the company, and continued buying them even after the previous layoffs. Bungie blames the job eliminations on "rising costs of development and industry shifts as well as enduring economic conditions." The Sony subsidiary says it needs to make substantial changes to its cost structure and focus development efforts entirely on Destiny and Marathon. The cuts will impact every level of the company, including executives and senior leader roles -- but not Parsons, obviously. In what appears to be a way of reducing the number of people being laid off, Bungie is moving 155 people to Sony Interactive Entertainment over the next few quarters. Furthermore, a team working on one of Bungie's incubation projects -- an action game set in a brand-new science-fantasy universe -- will be spun off to form a new studio within PlayStation Studios. [...] "This is hitting people who were told they were valued. That they were important. That they were critical to business success. But none of that mattered," wrote Bungie technical UX designer Ash Duong. Many have called for Parsons to resign. The calls were amplified when he set his X account to private, but it seems the CEO realized that was making things worse and soon set it to public again. What's angering people even further is the discovery of what seems to be Parsons' account on a car bidding site called Bring a Trailer. US Progressives Push For Nvidia Antitrust Investigation
Progressive groups and Senator Elizabeth Warren are urging the Department of Justice to investigate Nvidia for potential antitrust violations due to its dominant position in the AI chip market. The groups criticize Nvidia's bundling of software and hardware, claiming it stifles innovation and locks in customers. Reuters reports: Demand Progress and nine other groups wrote a letter (PDF) this week, opens new tab urging Department of Justice antitrust chief Jonathan Kanter to probe business practices at Nvidia, whose market value hit $3 trillion this summer on demand for chips able to run the complex models behind generative AI. The groups, which oppose monopolies and promote government oversight of tech companies, among other issues, took aim at Nvidia's bundling of software and hardware, a practice that French antitrust enforcers have flagged as they prepare to bring charges. "This aggressively proprietary approach, which is strongly contrary to industry norms about collaboration and interoperability, acts to lock in customers and stifles innovation," the groups wrote. Nvidia has roughly 80% of the AI chip market, including the custom AI processors made by cloud computing companies like Google, Microsoft and Amazon.com. The chips made by the cloud giants are not available for sale themselves but typically rented through each platform. A spokesperson for Nvidia said: "Regulators need not be concerned, as we scrupulously adhere to all laws and ensure that NVIDIA is openly available in every cloud and on-prem for every enterprise. Broken Fisker Ocean Lures In Buyer With Its $10,000 Price Tag
Longtime Slashdot reader ArchieBunker shares a report from Jalopnik: YouTube's Rich Rebuilds has been taking electric vehicles apart to see what makes them tick for years, so when a bargain-priced Fisker Ocean came on his radar, he had to buy it. Even if it was totally bricked. This car was purchased new for over $70,000, had several thousand dollars of paint protection and tint applied, was driven for 300 miles, and traded in. It sat on the dealer lot for long enough for the battery to die, and the techs at the dealer couldn't figure it out. So they sold it to Rich for just 10 grand! As Rich notes in the video, the car is worth way more than ten grand in parts alone, as current Fisker owners will be looking for ways to keep their cars on the road for years to come. The company has gone the way of the dodo, and parts supply and software updates are never going to come. What you see is what you get, and what you get is kind of shitty. San Francisco Supervisors Approve Ban on Rent-Setting Software
San Francisco's Board of Supervisors has approved a first-in-the-nation ordinance banning landlords from using certain software and algorithms to set rents. The measure, proposed by Board President Aaron Peskin, passed with a 10-0 vote and targets companies like RealPage and Yardi. The ordinance prohibits the sale or use of "algorithmic devices" that analyze non-public competitor data to recommend rents or occupancy levels for residential units in San Francisco. Violators could face civil penalties up to $1,000 per infraction. Proponents argue the software exacerbates the city's housing crisis by enabling artificial rent inflation. RealPage defended its product, stating it "benefits both housing providers and residents" and that customers can reject price recommendations. 'Venmo and Zelle May Not Be Free For Much Longer'

Often, policy is framed via analogy: Are social media platforms publishers or are they town squares? Are instant messages water-cooler chatter or are they formal communication? So it is with peer-to-peer electronic payments. Last week a US Senate committee joined the debate over whether they're analogous to cash or to bank-payment channels. It's an essential distinction -- for both consumers and the companies that provide this free service. [...] Yet while no bank would accept liability if a customer lost their wallet to a pickpocket, the senators' debate focused on who's responsible when fraudsters target electronic wallets. Last year, customers of the three largest lenders -- Bank of America, JPMorgan Chase and Wells Fargo -- lost a total of $370 million via Zelle, the platform these banks jointly own with four others. According to the majority staff report (PDF) filed by the Permanent Subcommittee on Investigations, which convened the July 23 hearing, the banks reimbursed only around $100 million of that, leaving consumers to shoulder the rest. While small in the context of overall volume that go through Zelle -- $806 billion last year, of which these banks did 73% -- that's cold comfort for the customers. Legally, a bank's obligation rests on whether clients fall victim to a "fraud" or to a "scam." In a fraud, money is transferred out of the user's account without their authorization, usually as the result of hacking. Under the Electronic Fund Transfer Act, banks are required to reimburse such losses. As long as the customer authorizes the transaction, though, even if fraudulently induced to do so, banks don't have to pick up the tab. Such scams are growing as fraudsters parade as a bank employee, a love interest or a potential new employer, often via social media. According to a Pew Research survey, 13% of P2P platform users reported sending money, only later to realize they were set up. Persuading your bank you are the victim of a fraud rather than a scam can take some work. [...] For bad guys, the speed of P2P payments makes them a particularly attractive target. A Zelle transfer can take 20 to 30 seconds to initiate. In most cases, by the time an unsuspecting consumer realizes they have been targeted, their money is already gone. Banks argue this is no different from cash. [...] However, others see P2P transactions more akin to electronic payments and question why reimbursement rates, at 26% in the case of Zelle, are so much lower than for credit-card payments (47%) or debit-card payments (36%) at the three big banks. Despite critical differences, the subcommittee agrees. Its report recommends extending purchase protections standard in credit and debit-card markets to commercial P2P payments, and amending the Electronic Fund Transfer Act to make fraudulently induced transactions subject to reimbursement. Such a move has already been adopted in the UK, where new rules requiring financial institutions to fully reimburse victims of scams come into force in October this year. US bankers aren't keen. "We need to be thoughtful and think about unintended consequences," Adam Vancini, Wells Fargo's head of payments for Consumer, Small & Business Banking, said at the Senate hearing. Intel To Cut 16,000 Jobs To Save Costs

Senators Propose 'Digital Replication Right' For Likeness, Extending 70 Years After Death

Chris Coons (D-Del.), Marsha Blackburn (R.-Tenn.), Amy Klobuchar (D-Minn.), and Thom Tillis (R-NC) introduced the Nurture Originals, Foster Art, and Keep Entertainment Safe (NO FAKES) Act of 2024. The bipartisan legislation, up for consideration in the US Senate, aims to protect individuals from unauthorized AI-generated replicas of their voice or likeness. The NO FAKES Act would create legal recourse for people whose digital representations are created without consent. It would hold both individuals and companies liable for producing, hosting, or sharing these unauthorized digital replicas, including those created by generative AI. Due to generative AI technology that has become mainstream in the past two years, creating audio or image media fakes of people has become fairly trivial, with easy photorealistic video replicas likely next to arrive. [...] To protect a person's digital likeness, the NO FAKES Act introduces a "digital replication right" that gives individuals exclusive control over the use of their voice or visual likeness in digital replicas. This right extends 10 years after death, with possible five-year extensions if actively used. It can be licensed during life and inherited after death, lasting up to 70 years after an individual's death. Along the way, the bill defines what it considers to be a "digital replica": "DIGITAL REPLICA.-The term "digital replica" means a newly created, computer-generated, highly realistic electronic representation that is readily identifiable as the voice or visual likeness of an individual that- (A) is embodied in a sound recording, image, audiovisual work, including an audiovisual work that does not have any accompanying sounds, or transmission- (i) in which the actual individual did not actually perform or appear; or (ii) that is a version of a sound recording, image, or audiovisual work in which the actual individual did perform or appear, in which the fundamental character of the performance or appearance has been materially altered; and (B) does not include the electronic reproduction, use of a sample of one sound recording or audiovisual work into another, remixing, mastering, or digital remastering of a sound recording or audiovisual work authorized by the copyright holder." The NO FAKES Act "includes provisions that aim to balance IP protection with free speech," notes Ars. Argentina Will Use AI To 'Predict Future Crimes'
Argentina's security forces have announced plans to use AI to "predict future crimes" in a move experts have warned could threaten citizens' rights. From a report: The country's far-right president Javier Milei this week created the Artificial Intelligence Applied to Security Unit, which the legislation says will use "machine-learning algorithms to analyse historical crime data to predict future crimes." It is also expected to deploy facial recognition software to identify "wanted persons," patrol social media, and analyse real-time security camera footage to detect suspicious activities. While the ministry of security has said the new unit will help to "detect potential threats, identify movements of criminal groups or anticipate disturbances," the Minority Report-esque resolution has sent alarm bells ringing among human rights organisations. Microsoft Now Lists OpenAI as a Competitor in AI and Search
An anonymous reader shares a report: Microsoft has a long and tangled history with OpenAI, having invested a reported $13 billion in the ChatGPT maker as part of a long term partnership. As part of the deal, Microsoft runs OpenAI's models across its enterprise and consumer products, and is OpenAI's exclusive cloud provider. However, the tech giant called the startup a "competitor" for the first time in an SEC filing on Tuesday. In Microsoft's annual 10K, OpenAI joined long list of competitors in AI, alongside Anthropic, Amazon, and Meta. OpenAI was also listed alongside Google as a competitor to Microsoft in search, thanks to OpenAI's new SearchGPT feature announced last week. Jailed Cybercriminals Returned To Russia in Historic Prisoner Swap
A blockbuster prisoner exchange between the United States, Russia and Germany on Thursday included at least two prominent cybercriminals held by the U.S. on charges of financially motivated cybercrime and hacking to facilitate insider trading. Cyberscoop reports: The prisoners were part of a deal that freed 16 people from Russia, including Wall Street Journal reporter Evan Gershkovich and former U.S. Marine Paul Whelan. A White House spokesperson confirmed that as part of the deal, the U.S. released convicted Russian cybercriminals Roman Seleznev and Vladislav Klyushin. Seleznev is a notorious Russian hacker known for running extensive cybercrime operations. He was involved in numerous cyberattacks, including credit card fraud, theft, and selling stolen credit card information on "Carder[dot]su," a cybercriminal forum ring. Seleznev conducted his criminal activities under the alias "Track2" and "nCux." He is the son of Valery Seleznev, a prominent member of the Russian Duma, the country's parliament. Seleznev was sentenced in 2017 to 27 years in prison for his involvement in a massive credit-card computer fraud scheme. Klyushin was extradited to the U.S. for his involvement in an elaborate hack-to-trade scheme that netted approximately $93 million through securities trades based on confidential corporate information stolen from U.S. computer networks. With insider knowledge of companies' financial performance, Klyushin and his co-conspirators predicted stock price movements and traded on stolen information. They used accounts in multiple countries, including Cyprus, Denmark, Portugal, Russia, and the U.S., misleading brokerage firms about their activities.Read more of this story at Slashdot.
Google Defeats RNC Lawsuit Claiming Email Spam Filters Harmed Republican Fundraising
A U.S. judge has thrown out a Republican National Committee lawsuit accusing Alphabet's Google of intentionally misdirecting the political party's email messages to users' spam folders. From a report: U.S. District Judge Daniel Calabretta in Sacramento, California, on Wednesday dismissed the RNC's lawsuit for a second time, and said the organization would not be allowed to refile it. While expressing some sympathy for the RNC's allegations, he said it had not made an adequate case that Google violated California's unfair competition law. The lawsuit alleged Google had intentionally or negligently sent RNC fundraising emails to Gmail users' spam folders and cost the group hundreds of thousands of dollars in potential donations.
