The US Navy could get to a 355 ship navy in 2030 instead of 2045 by spending more to maintain cruisers, destroyers, amphibious class ships, and other Steel hulled ships.

They could not extend the lives of submarines, aircraft carriers or Aluminum hulled ships. Aircraft carriers already reach 50 years of use by getting a midlife overhaul. Submarines have too much problems with stress on their hulls and the planned lives of their nuclear reactors.
