New MaxMind GeoIP database distribution strategy

To use the MaxMind GeoIP database now you must sign up for a free MaxMind account and download the database manually. (Thanks California)
I found this out after a fresh installation of Slackware then building and installing qBittorrent after Dec 31 2019.
To use the database with qBittorrent, register, download and extract the "GeoLite2-Country_20200204.tar.gz" to ~/.local/share/data/qBittorrent/GeoIP
There will be another option where you will be able to enter your license key into qBittorrent, but manually is the only way for now until the next release.
