More than 100 years since New South Wales magnanimously handed over Jervis Bay to the Australian Capital Territory, the chief minister, Andrew Barr, has confirmed talks are under way for what would be the biggest shake-up in state-territorial borderlines in living memory.
The ACT has begun discussions with the NSW government to acquire 330 hectares of farmland called Parkwood.
