Mexico's outgoing president wants to move fast with a controversial judicial reform

President Andres Manuel Lopez Obrador is pushing for a radical reform to overhaul a judiciary he accuses of corruption. One of the most-contentious changes would be that judges at all levels will be elected by popular vote, instead of being appointed based on merit.
