NATO and the quest for a new 'division of labor'

As the global order shifts, Washington has shown decreasing interest in continuing to be Europe's "first responder in perpetuity" when it comes to military defense. So says Stephen Walt, professor of International Affairs of Harvard University's Kennedy School.
