Fiber Card Not Showing Up in OS, but Up in BIOS and Found in lshw

Hi,

I have a 2 port Fiber card that was added to server and working in RHEL7.9. After rebuild to 8.9 they don't show up in the OS. missing from "ip a" and "lspci | grep Ether" , but are found in BIOS as up and by using lshw as shown below.
