A quarter century ago, a charismatic former military officer, Hugo Chavez, won Venezuela's presidency in a landslide, after promising to empower the poor through a more inclusive democracy. And he did, up to a certain point. But his revolution turned into an authoritarian and repressive regime that, as evidence show, just executed an electoral fraud.
