A deadly heat wave is scorching southern Europe with record-breaking temperatures this month. In Italy, a 4-year-old boy died from heatstroke on Monday, while 16 Italian cities, including Rome and Milan, are now on a red heat alert. Environmentalists say lawmakers there are doing far too little to respond. In Milan, some residents are taking matters into their own hands.
