The global pullback from foreign aid

Global foreign aid is shrinking at a historic rate, according to the Organization for Economic Co-operation and Development (OECD). US aid fell by 57% last year but America is far from alone. Several European countries, including the UK, France and Germany, have all slashed their overseas aid budgets in the past two years. International aid organizations warn that the cutbacks are already having a serious impact. The World's Europe correspondent Orla Barry reports.
