Failures of management helped create environment in which David Fuller was able to commit crimes, says inquiry chair
David Fuller, a necrophiliac, was able to offend for 15 years without being suspected or caught because of serious failings" at the hospitals where he worked, an inquiry has found.
Outlining his findings at a press conference in Westminster, central London, the chair of the inquiry into the case, Jonathan Michael, said there had been missed opportunities" to stop the necrophiliac double murderer.
