Osama Najim, also known as Almasri, is a Libyan prison boss wanted by the International Criminal Court for war crimes. He was apprehended in Italy by police, then released shortly after. The episode underscores the challenges for the ICC when countries who signed the statute that gave birth to the court don't fulfill their treaty obligations.
