For most government departments, the spending review has been a game of two halves. There are huge boosts to capital spending for some - from nuclear energy to school rebuilding to rail to super computers.
But those projects will take a long time to build before voters can reap the rewards. And on day-to-day spending, there is a big squeeze on most departments.
