In wake of Russian strikes on Kyiv, Europe discusses path to elusive Ukraine-Russia peace deal

As many as 19 people were killed in overnight Russian missile strikes on the Ukrainian capital Kyiv, making it the deadliest attack on the city since July. The missiles also hit the European Union's headquarters in the city, bringing heavy condemnation from European leaders, who feel increasingly responsible for the success of peace talks.
