Fishing boat diplomacy: How China uses civilian vessels to assert control at sea

In recent months, analysts have noticed something odd happening in the middle of the East China Sea: Satellite images and ship tracking data show thousands of Chinese fishing boats arrayed in a perfectly straight line.
