Keir Starmer has signalled he could hand out resignation honours when he leaves Downing Street, despite pledging three years ago he would not hand out gongs when he eventually stood down.

The prime minister twice declined to rule out drawing up a list of honours when he stands down as prime minister in just over 10 days time, to be succeeded by Andy Burnham.
