President Donald Trump has signed a new executive order, which adds a $100,000 fee to H-1B visa applications. But according to White House Press Secretary Karoline Leavitt, it won't be an annual fee as the administration initially said it would be. During the signing at the Oval Office on Friday, Commerce Secretary Howard Lutnick said multiple times that the fee would be applied per year. In a follow-up X post on Saturday, however, Leavitt wrote "to be clear," the fee is not annual but "one-time fee that applies only to the petition."The New York Times reported on Friday that the Secretary of Homeland Security will restrict approval for visa applications of people who are "currently outside the United States" unless accompanied by the fee, though the rule "allows case-by-case exemptions if [it's] in the national interest." This new requirement will only apply to new visa applicants, a White House official told The Times, and it will likely face legal challenges. If it does get implemented, though, it could deal a huge blow to the tech industry.In her post, though, Leavitt said, "Those who already hold H-1B visas and are currently outside of the country right now will NOT be charged $100,000 to re-enter. H-1B visa holders can leave and re-enter the country to the same extent as they normally would; whatever ability they have to do that is not impacted by yesterday's proclamation." She also wrote, "This applies only to new visas, not renewals, and not current visa holders. It will first apply in the next upcoming lottery cycle."
