Report: Pass interference rule change proposal withdrawn by Jets
The New York Jets have withdrawn a rule change proposal that would limit pass interference penalties to 15 yards, according to The Washington Post's Mark Maske.The proposal was gaining momentum, but that apparently quickly dissolved after the competition committee voted it down 6-2, making the chances of it passing a vote from NFL owners unlikely. The owners of at least 24 teams must approve any rule change."Obviously, the competition committee was against it …. In my mind, I think it’ll struggle," Dallas Cowboys COO Stephen Jones, a member of the competition committee, said earlier this week. "There's reasons for it. I certainly understand it. It’s certainly a big penalty. Marshall rehabbing at Giants' facility, but roster status uncertain
New York Giants wide receiver Brandon Marshall has been working out at the team facility, but head coach Pat Shurmer indicated Tuesday his roster spot is in question."We'll have to see," Shurmer told Ralph Vacchiano of SNY when asked about Marshall's place on the team.Shurmer noted Marshall has yet to pass a physical, and is "trying to get healthy."Marshall saw action in just five games last year because of an ankle injury. NFL owners passed a targeting rule during Tuesday's league meetings, according to Albert Breer of the MMQB.com.Lowering the head to initiate contact with the helmet is now considered a foul and will carry a 15-yard penalty, added Breer. However, the NFL has yet to decide if players could be ejected as a result - like in college football - and will continue to discuss it.NFL spokesman Brian McCarthy said players "may be disqualified."
Report: NFL approves plan for Raiders' $1.8B Las Vegas stadium

Report: NFL discussing targeting rule, could vote Tuesday
The NFL is working on the language for a new targeting rule that could be presented to team owners for a vote as early as Tuesday, sources told NFL Network's Tom Pelissero.Teams and execs say they've identified an uptick in the illegal use of helmets."In our ongoing study of how to make the game better, we just seemed to see more lowering of the head," Dallas Cowboys COO Stephen Jones said at the league meetings, according to Pelissero." ... When you look at the plays where the players are dropping their head, we're doing a good job of catching it after the fact with fines and things of that nature, but (we) probably can do a better job of making the call on the field that hopefully we'll even emphasize more."Pelissero reports that the rule has come together quickly, but the specifics still need to be hashed out in terms of both language and enforcement.College football already has a targeting rule. Report: Giants taking calls about Beckham; Rams offered 1st-round pick

Seahawks release reserve QB Boykin amid domestic violence investigation
The Seattle Seahawks announced Tuesday they released reserve quarterback Trevone Boykin. The move comes a day after his girlfriend, Shabrika Bailey, told WFAA that he assaulted her.Police in Mansfield, Texas, are reportedly investigating the incident.Bailey, speaking through a broken and wired jaw, said the assault occurred last Tuesday night at Boykin's Mansfield home after an argument about a text message he wanted to see on her phone. Boykin attacked her when she refused to unlock her phone, she said."So he goes into a choke. I remember him choking me and I'm trying to calm him down. And I just couldn't. And I blacked out. I just couldn't calm him down at all," Bailey told WFAA."The pressure was just hard. The pressure got hard to where I just remember just collapsing completely. And I just woke up in a puddle of blood on the kitchen floor. My whole right side was full of blood on the kitchen floor."Bailey said Boykin later dragged her into a bathtub to clean her up, drove her to Dallas Regional Medical Center in Mesquite, Texas, on Wednesday, then fled the hospital and didn't return after the couple was separated and questioned by hospital staff. She sustained a broken jaw on both sides and had to be transported to Parkland Memorial Hospital in Dallas for further treatment due to difficulty breathing from a swollen airway. She was released three days later.Mansfield detectives separately interviewed Bailey and her brother at her Mesquite home Tuesday morning and later told WFAA that Boykin was under investigation. He's since released a statement proclaiming his innocence.Bailey, who said she has dated Boykin since high school, was arrested with him in March of last year on intoxication assault charges for backing into and injuring several pedestrians outside a Dallas nightclub. Boykin, a passenger in her car, fled the scene, but later returned and was arrested for public intoxication and possession of 6.9 grams of marijuana. Bailey told WFAA the incident followed another assault by Boykin."He leaned over, attacked me, and choked me unconscious, which made the car go into drive to reverse," she said.Bailey said she declared the crash an accident at Boykin's behest, and he asked her to do the same regarding last week's reported assault in an effort to salvage his football career.Boykin signed with the Seahawks as an undrafted free agent out of Texas Christian University in 2016 and saw limited action in his rookie season. NFL rule change allows officiating department to have players ejected
Tuesday's changes in the NFL rulebook weren't limited to the catch rule.NFL owners have approved a rule allowing a member of the officiating department to instruct on-field officials to eject players guilty of a "flagrant non-football act" as long as a foul has been called for that act.Officials will be able to determine which players deserve an ejection for their misconduct with the help of instant replay. The newly implemented rule comes after last season yielded several non-football incidents, including Buccaneers wideout Mike Evans' out-of-play blindside hit on Saints corner Marshon Lattimore in Week 9. New catch rule passes unanimously
The NFL's owners voted 32-0 to approve a new catch rule, NFL Network's Ian Rapoport reports.The new rule will require a receiver to establish control, get two feet or another body part down, and make a football move, such as taking a third step, extending the ball, or showing the ability to make such an act. Report: Colts rejected 2 trade offers for Jacoby Brissett
The Indianapolis Colts recently turned down two trade offers for quarterback Jacoby Brissett, a league source told Stephen Holder of the Indianapolis Star.It's unclear which teams submitted the offers, but the Colts are said to strongly value Brissett. He started 15 games last season in place of the injured Andrew Luck, after being acquired from the New England Patriots days ahead of the season-opener.Brissett is expected to move back to the bench this season, but that's assuming Luck is healthy throughout the 2018 season. Nelson says he was open to pay cut, but Packers weren't interested
Jordy Nelson said Monday he was willing to take a pay cut to stick with the Green Bay Packers, but was disappointed about how the franchise viewed his role going forward."I think the number was part of it, but also the conversation I had in the meeting," Nelson told ESPN Wisconsin during a radio appearance, according to Rob Demovsky of ESPN. Fired cheerleader files discrimination lawsuit against Saints
A former New Orleans Saints cheerleader says the team discriminated against her when it fired her for breaking workplace rules.Bailey Davis told Ken Belson of the New York Times she was fired for team violations that she disputes. She was accused of breaking a social media policy that prohibits cheerleaders from posting photos of themselves in the nude or semi-nude, or in lingerie. She was also accused of attending a party with Saints players.As a result, Davis has filed a complaint with the Equal Employment Opportunity Commission, accusing the team have having separate rules for its male players and female cheerleaders.The Times reviewed team literature, including the Saints' handbook for cheerleaders, and determined the team has a policy that requires its cheerleaders to avoid any form of communication with players, both in person and online. However, the players are not punished for doing the same.Cheerleaders are instructed to block players from following their social media accounts and are prohibited from dining at the same restaurant as a player. Players are not given the same instructions."If the cheerleaders can't contact the players, then the players shouldn't be able to contact the cheerleaders," Davis' lawyer, Sara Blackwell, said. "The antiquated stereotype of women needing to hide for their own protection is not permitted in America and certainly not in the workplace."The Saints responded to The Times via email, stating that the organization strives to treat all employees fairly."At the appropriate time and in the appropriate forum, the Saints will defend the organization's policies and workplace rules," said Leslie A. Report: Michael Bennett to turn himself in Monday
Philadelphia Eagles defensive end Michael Bennett intends to surrender himself to the authorities Monday after he was indicted Friday for the felony charge of injury of the elderly, his attorney told USA TODAY's Tom Schad and A.J. 3 teams whose offseason plans make no sense
It's assumed that every NFL team enters the offseason with a meticulously laid out plan designed to create a consistent approach from free agency to the draft, and everything in between.However, while some teams' visions for 2018 and beyond are clear, others are making moves seemingly at random. Here are three franchises whose offseasons so far have left us scratching our heads:Miami DolphinsMajor moves: Traded WR Jarvis Landry to Browns, Released DT Ndamukong Suh, Released C Mike Pouncey, Signed WR Albert Wilson, Signed WR Danny Amendola, Signed RB Frank Gore, Acquired DE Robert QuinnSeriously, does anyone know if the Dolphins want to compete in 2018 or not? Head coach Adam Gase is on at least moderately thin ice entering next season, and the front office has done him no favors by moving on from arguably its two best players in Landry and Suh.Landry was always a goner after it became clear Miami had no intention of paying him like an elite receiver, but to use that money on the solid but unproven Albert Wilson and 32-year-old Danny Amendola is mind-boggling. The Dolphins' haul for Landry - a 2018 fourth-round pick and a 2019 seventh-round pick - was equally underwhelming.Suh's mammoth contract was absurd, but even if the All-Pro defensive tackle wasn't playing at the level of his compensation, he was still one of the most disruptive interior defenders in the league. To make matters worse, the Dolphins shipped out one overpaid defensive lineman for another, trading a fourth-round pick and swapping sixths for Robert Quinn. Will they ever learn?The Dolphins have struggled with cap issue for years. Their aging roster needs an overhaul, not more veteran talent taking up snaps. Bringing Frank Gore back to his hometown is a good story, but it makes little sense on the field after Kenyan Drake proved toward the end of last season he can be a solid starter and considering Gore is a non-factor on passing downs.Finally, what's the plan under center? It's Ryan Tannehill's job for the upcoming campaign, but he was far from a lock to be the long-term option before missing all of 2017 with a knee injury. Miami opted not to pursue Kirk Cousins or bring in veteran competition for Tannehill (sorry, Brock Osweiler), but will also be hard-pressed to land one of the top quarterbacks with the 11th overall pick.As always, it appears the Dolphins are simply treading water.New York GiantsMajor moves: Traded DE Jason Pierre-Paul to Buccaneers, Signed LT Nate Solder, Acquired LB Alec Ogletree, Signed RB Jonathan Stewart, Released CB Dominique Rodgers-CromartieEntering the 2018 offseason, the Giants were at a crossroads. New York owns the No. 2 overall pick and has an aging franchise quarterback in Eli Manning, so the team could either usher in a new era with a young passer or rally around Manning one last time.So far the Giants have tried to walk both paths - a recipe for disaster.New York has made it clear that Manning will remain the starter next season regardless of what happens with the No. 2 overall pick, but trading defensive end Jason Pierre-Paul is counter to that win-now mentality. His contract may have been bloated, but trading him forced the Giants to eat $15 million in dead money.While the Giants didn't see the value in paying an upper-tier pass-rusher, they had no qualms about making Nate Solder - an average left tackle at best - the highest-paid player at his position. New York was clearly desperate to improve Manning's protection, but the cost was steep for a team that could be rebuilding a year from now.Furthermore, signing a washed-up Jonathan Stewart to help fix their consistently bad running game is more than optimistic, and surrendering two 2018 draft picks to acquire the underwhelming Alec Ogletree again highlights the Giants' inability to decide between present and future.The signs are pointing to New York taking a non-quarterback with the No. 2 pick, a bold move considering Manning's age. Drafting a quarterback would be the right decision, but it would also be further evidence that the Giants are trying to eat their cake and have it too.New York JetsMajor moves: Released DL Muhammad Wilkerson, Signed CB Trumaine Johnson, Signed QB Josh McCown, Signed QB Teddy Bridgewater, Signed WR Terrelle Pryor, Acquired No. 3 overall pick from ColtsThere must be something in the drinking water in The Big Apple.The Jets clearly had a Plan A in making a play for Cousins, but once that fell through they've struggled to put together a Plan B.Bringing back Josh McCown isn't a bad move, as he's shown himself capable of being a solid stop-gap starter. But also bringing in Teddy Bridgewater on an incentive-laden contract and giving up three second-round picks to move up to No. 3 overall in the draft screams of the lack of a concrete vision for their future and the quarterback position specifically.Not only will the Jets have missed on their top choice in Cousins, they are at the mercy of the crosstown Giants as to whether their preferred franchise pivot is available for them to select at No. 3.Sure, New York could have identical grades on Sam Darnold, Josh Rosen, and Baker Mayfield, but leaving the fate of the game's most important position to chance isn't a smart way to build a roster. Belichick will rely on conversations with Brady over documentary quotes
As far as Bill Belichick is concerned, it's status quo when it comes to his relationship with Tom Brady.Speaking Sunday at the NFL's Annual Meeting, Belichick addressed comments Brady made in the final installment of his documentary "Tom vs. Time" in which the future Hall of Fame quarterback pondered his future in the league and whether he's lost his "conviction.""So, I've had direct conversations with Tom many times over a long period of time," Belichick said, according to Tom E. Curran of NBC Sports Boston. "I’ll rely on those conversations I have with him directly rather than something else. Tom and I have always had a good line of communication, we've always been able to talk directly with each other. I don’t see that changing. I’ll rely on those instead of ... anything else."Brady has maintained a desire to play into his mid-40s, but the documentary's director, Gotham Chopra, caused somewhat of a stir when he said he doesn't envision a scenario in which Brady does it.Brady's wife, Gisele Bundchen, also made an interesting remark in the final episode, touching on her husband's past few years in New England and hinting at Brady's displeasure, saying: "These last two years have been very challenging for him in so many ways, and he tells me, 'I love it so much and I just want to go to work and feel appreciated and have fun.'"A tight-lipped Belichick, as is his wont, wouldn't get into specifics about whether he's noticed a change in Brady's behavior."Everything’s an evolution and everything’s different. Belichick has 'a lot of respect' for Butler, wishes him well with Titans
Bill Belichick was the man who decided Malcolm Butler's time with the New England Patriots would end in the most unceremonious of ways, watching from the sideline as his team lost Super Bowl LII.However, despite the high-profile benching, Belichick sang the praises of the newly-signed Tennessee Titans cornerback Sunday, while also refusing to go into any more detail about the incident."I have a lot of respect for Malcolm," Belichick said, according to Mark Daniels of the Providence Journal. "From the day he got here in rookie minicamp four years ago, he's always competed as hard as he could. He always has been a great competitor on the field, and I totally respect that. Browns, Stanton agree to 2-year deal
The Cleveland Browns have agreed to a contract with veteran quarterback Drew Stanton, the team announced Sunday.Stanton's agent, Mike McCartney, confirmed it to be a two-year deal.The 33-year-old is the second quarterback added by the Browns and general manager John Dorsey, who has been a busy man this offseason. The team acquired Tyrod Taylor, among other players, in early March, and with the Browns possessing the first and fourth overall picks, Dorsey and Co. could opt for another quarterback through the draft.Stanton, a perennial backup, will provide added depth and insurance in the interim. The veteran appeared in five games (four starts) for the Arizona Cardinals last season in place of the injured Carson Palmer.
